The unscripted moment happened as Clinton spoke to students at a Congolese university in Kinshasa, the Congo capital.

A male student rose to ask a question about Chinese financial contracts with Congo.

The student asked Clinton what President Obama would think of the deal, but pool reporters in the room said the translator made a mistake, posing the question as what would Bill Clinton think.

Clinton looked surprised when she first heard the translation in the headset, and then sharply replied, “You want me to tell you what my husband thinks? WASHINGTON – A leading health care bill under consideration in Congress would cost the government an estimated $1 trillion over the next decade and reduce the ranks of the uninsured by about one-third, or 16 million individuals, congressional budget officials said Monday in a preliminary estimate.

In a letter to Sen. Edward M. Kennedy, D-Mass., Congressional Budget Office Director Douglas W. Elmendorf said the estimate was based on major provisions contained in an incomplete draft of the bill. He noted that “taking all of its provisions into account could change our assessment of the proposal’s effects on the budget and insurance coverage rates though probably not by substantial amounts relative to the net costs already identified.”

A Georgia state senator introduced legislation to limit the number of embryos that can be implanted in a woman’s uterus during in-vitro fertilization procedures.

Sen. Ralph Hudgens, a Republican from near Athens, Georgia, said his legislation was inspired by Nadya Suleman, the woman who said she gave birth to octuplets after being fertilized with six embryos — an unusually high number.
