NEW YORK (CNNMoney) — If lawmakers can’t agree on a spending bill before the clock strikes midnight, a couple million federal workers won’t be getting paychecks on time. Troops fighting in Afghanistan won’t be paid on time either.

Some 800,000 workers likely to be furloughed aren’t guaranteed back pay. You know who will get paid? Members of Congress and President Obama. And their checks will arrive right on time.

Robert, Louisiana (CNN) — Three attempts to pump mud and 16 tries to stuff solid material into a breached Gulf of Mexico oil well failed to stop the flow, top BP executives said Saturday, and engineers and executives with the oil giant have decided to “move on to the next option.”

That option: Place a custom-built cap to fit over the “lower marine riser package,” BP chief operation officer Doug Suttles said. BP crews were already at work Saturday to ready the materials for that option, he said.

(CNN) — The deaths of at least 25 workers in a West Virginia coal mine this week have turned a harsh spotlight on the safety record of the mine’s owner, which has paid record fines for safety and environmental violations.

Virginia-based Massey Energy Co. has racked up millions of dollars in penalties in recent years. The Montcoal, West Virginia, mine where Monday’s fatal explosion took place received 458 citations from federal inspectors in 2009, and more than 50 of those were for problems that the operators knew about but had not corrected, according to federal mine safety records.

Appearing on “Good Morning America” today Feinberg also responded to a senior Republican congressman who claimed that AIG has “taxpayers over a barrel.”

In a statement released Tuesday night Sen. Charles Grassley, the senior Republican on the Senate Finance Committee said “the Obama administration has been outmaneuvered. And the closed-door negotiations just add to the skepticism that the taxpayers will ever get the upper hand.”

Feinberg insisted he had not been “outmaneuvered” by the insurance giant.

TERRA BELLA, Calif. – It could take weeks before health officials know exactly which pistachio products may be tainted with salmonella, but they’ve already issued a sweeping warning to avoid eating the nuts or foods containing them.

The move appears to indicate a shift in how the government handles food safety issues — from waiting until contaminated foods surface one-by-one and risking that more people fall ill to jumping on the problem right away, even if the message is vague.

Officials wouldn’t say if the approach was in response to any perceived mishandling of the massive peanut recall that started last year, only that they’re trying to keep people from getting sick as new details surface about the California plant at the center of the pistachio scare.

WASHINGTON – As far back as 2007, salmonella-laced products were shipped by a Georgia peanut company that knew the peanuts probably were tainted and sometimes after tests confirmed that contamination, inspection records show.

Federal law forbids producing or shipping foods under conditions that could make it harmful to consumers’ health.

The Treasury Department put pressure on Citi not to take delivery of a new aircraft, CNBC has learned. Sources say a call Monday night from someone in the department to the bank, expressed “disappointment” in Citi’s originial decision to take delivery. The call was said not to be from new Treasury Secretary Tim Geithner.

Citigroup released a statement saying it has no intention of taking delivery of any new aircraft, a company spokesman told CNBC a day after its plans to take delivery of a new plane sparked criticism.
