The Obama administration committed more than $500 million in taxpayer money to a maker of solar power panels despite repeated red flags about the company’s viability, NBC News’ Lisa Myers reported Wednesday.

The FBI raided the Silicon Valley headquarters of the company, Solyndra, last week, investigating whether the government was misled when it loaned the company $535 million in taxpayer funds. Solyndra officials say they are cooperating with the investigation.

Solyndra received the loan guarantees in 2009 as part of President Barack Obama’s promise to create millions of so-called “green” jobs. But last month, Solyndra declared bankruptcy, laying off all 1,100 workers.

There were two separate warnings that an American businessman was plotting a terrorist attack in India with the Pakistani extremist group that carried out the Mumbai assault, NBC News confirmed Saturday.

But the second warning, given by the man’s wife to the U.S. Embassy in Islamabad just a year before the attack, was never passed to the FBI in New York, according to U.S. law enforcement officials.

The November 2008 attack in Mumbai left 166 people dead and severely frayed relations between nuclear-armed India and Pakistan.

WASHINGTON — A Justice Department investigation has found that FBI agents, including several supervisors, cheated on an important test covering the bureau’s policies for conducting surveillance on Americans.

Justice Department Inspector General Glenn Fine said Monday that his limited review of allegations that agents improperly took the open-book test together or had access to an answer sheet has turned up “significant abuses and cheating.”

Fine called on the bureau to discipline the agents, throw out the results and come up with a new test to see if FBI agents understand new rules allowing them to conduct surveillance and open files on Americans without evidence of criminal wrongdoing

(CNN) — The FBI is on its way to Fort Bliss in west Texas to investigate a shooting at a convenience store on the base that left a man dead and two women wounded, according to base spokesman Dieter Jester.

The man, who authorities say shot the females, was shot and killed by law enforcement officers on the base.

It’s unclear what may have been the motive for the shooting or even if the man or his victims are in the military, or are civilians.

(CNN) — Immigration and Customs Enforcement agents have arrested nearly 400 illegal immigrants — including 347 with prior criminal convictions — over a three-day operation throughout the Midwest, the agency announced Friday.

The arrests in Illinois, Indiana, Wisconsin, Kansas, Missouri, Michigan, Ohio, Iowa, Minnesota and Nebraska were part of the agency’s “Cross Check” operations that began in 2009 and are being held across the country.

Washington (CNN) — Less than a week after Russian President Dmitry Medvedev visited the United States, the Justice Department announced Monday that 10 people were arrested on charges of being Russian agents involved in a long-term mission in the country. Another suspect was still being sought.

Five of the arrested suspects appeared in a New York courtroom Monday. Four of the five, including a longtime U.S.-based columnist for the Spanish-language “El Diario” newspaper, were advised of their rights and ordered held due to flight risk, with their next hearing scheduled for July 1.

DENVER – An American woman and three others arrested in Ireland over an alleged plot to assassinate Swedish artist Lars Vilks have been freed without charge, Irish police said Saturday.

Seven people — including the American woman, three Algerians, a Libyan, a Palestinian and a Croatian — were arrested Tuesday in Ireland. Irish police said three others who were also arrested remained in custody and were being questioned.

In Leadville, Colo., Christine Mott identified the American woman held in Ireland as her daughter, 31-year-old Jamie Paulin-Ramirez. Christine Mott said she was informed of Paulin-Ramirez’s arrest by the FBI and other federal law enforcement agencies.

Washington (CNN) — A former State Department employee and his wife, accused of illegally aiding the government of Cuba for nearly 30 years, pleaded guilty Friday to federal charges.

Walter Kendall Myers, 72, pleaded guilty to a charge of conspiracy to commit espionage and two counts of wire fraud. He agreed to forfeit $1.7 million related to the two counts of wire fraud and to serve a life prison sentence.

His wife, Gwendolyn Steingraber Myers, 71, pleaded guilty to conspiracy to gather and transmit national defense information. She agreed to serve a sentence of between 6 and 7½ years in prison.

WASHINGTON – Law enforcement computers were struck by a Mystery computer virus Thursday, forcing the FBI and the U.S. Marshals to shut down part of their networks as a precaution.

The U.S. Marshals confirmed it disconnected from the Justice Department’s computers as a protective measure after being hit by the virus; an FBI official said only that that agency was experiencing similar issues and was working on the problem.

NEW YORK – Four men arrested on charges of plotting to bomb a Jewish temple and shoot down military planes are expected to appear Thursday in federal court in White Plains.

Officials told The Associated Press the arrests came after a nearly yearlong undercover operation that began in Newburgh, N.Y., about 70 miles north of New York City.

James Cromitie, David Williams, Onta Williams and Laguerre Payen, all of Newburgh, were charged with conspiracy to use weapons of mass destruction within the United States and conspiracy to acquire and use anti-aircraft missiles, the U.S. attorney’s office said.

Three of the defendants are U.S. citizens and one is of Haitian descent, officials said.
